Overview: what is the Le Meur Law?
Law No. 2024-1039 of November 19, 2024, known as the Le Meur Law or the anti-Airbnb law, is the most significant reform of the short-term rental market in France in years. Introduced by MP Annaïg Le Meur, it aims to rebalance the housing market by more strictly regulating short-term rentals.

Taxation: an unfavorable alignment for vacation rentals
The Le Meur Law profoundly changes the taxation of short-term vacation rentals by significantly reducing the flat-rate deductions under the micro-BIC regime.

Furthermore, the law provides for the reintegration of depreciation in capital gains calculations when reselling a property operated under LMNP (non-professional furnished rental) status. In practice, depreciation deducted during the rental period will increase the taxable capital gain, reducing the historical tax advantage of LMNP status.
Energy rating (DPE): a progressive timeline for vacation rentals
The law extends to vacation rentals the obligation to have a compliant energy performance diagnosis (DPE). A progressive ban timeline is being implemented.

Exception: municipalities with fewer than 3,500 inhabitants in non-stressed housing zones may benefit from an exemption decided by the municipal council.
Mayoral powers: a strengthened toolkit
The Le Meur Law gives mayors new levers to regulate short-term rentals in their territory.
Rental quotas
Mayors can now establish quotas limiting the number of vacation rentals in certain areas, to preserve the supply of residential housing.
90-day limit
Municipalities can lower the primary residence rental limit to 90 days per year (down from 120 days in some cases), or even less in stressed housing zones.
Usage change and compensation
The usage change authorization is strengthened: mayors can require compensation (converting commercial space into housing) for any conversion to vacation rental.
Increased fines
Penalties are considerably increased: up to €100,000 in fines for renting without registration or exceeding municipal quotas.
Mandatory registration: a national platform
The law establishes a mandatory national registration system for all vacation rentals. Each property must have a 13-character registration number, issued through a national digital platform.
Deadline: May 2026. All vacation rentals must be registered before this date. The number must appear on all listings published on platforms (Airbnb, Booking, Vrbo, etc.).
Booking platforms will be required to verify the validity of the registration number and suspend non-compliant listings. They must also transmit rental data to municipalities.
Co-ownership: new rules for apartment buildings
The law makes it easier to ban short-term rentals within co-owned buildings. A two-thirds majority of co-owners is now sufficient to amend building regulations and prohibit vacation rental activity in the building.
Additionally, any owner wishing to engage in short-term rental activity must inform the building manager, who can add the matter to the agenda of the next general assembly.
