The End of Key Lockboxes, the Rise of Smart Locks: The Complete Guide (2026)

The End of Key Lockboxes, the Rise of Smart Locks: The Complete Guide (2026)

They were everywhere: hanging from railings, poles, park gates. Key lockboxes, the symbol of Airbnb self check-in, are vanishing from the urban landscape. In 2026, more than 8 French cities and all of Italy have banned them. And for good reason: security, urban aesthetics, and the fight against illegal rentals.

But the end of lockboxes does not mean the end of self check-in. Smart locks are replacing them — installed on the private door, fully legal, and far more capable. Here is everything you need to know to make the transition.

Why are key lockboxes being banned?

A security problem

Authorities point to several major risks:

  • No identity verification — In Italy, the Ministry of the Interior explicitly cited "risks to public order and safety." Guest identity must be verified physically or digitally before access is granted.
  • Misuse — Criminal investigations in France have revealed lockboxes being used for illicit activities (drug trafficking, illegal occupation).
  • Insurance impact — Under article L113-1 of the French Insurance Code, insurers can refuse to cover a burglary if the lockbox is considered an aggravating risk factor.

Damage to street furniture

Lockboxes damage barriers, gates, poles, gutters, lampposts, and street signs. In Paris, the Montmartre district has been especially affected. Florence cited the preservation of "urban decorum."

A symbol of overtourism

Key lockboxes have become the target of anti-tourism protests:

  • In Rome (Trastevere), Florence, Milan, Turin, Bologna, and Naples, residents have taped over, sabotaged, and photographed lockboxes to denounce them on social media.
  • Paris has approximately 95,000 tourist accommodations, of which ~25,000 are estimated to be illegal. Lockboxes are seen as enabling this situation.
  • Marseille recorded a +45% increase in short-term rental listings between 2022 and 2024.

NiceOctober 20231,500 €15-day formal notice
MarseilleOctober 20241,500 €Warning sticker + removal
La RochelleDecember 20241,500 €50+ fines issued since the ban
ParisJanuary 20251,500 € / 3,000 € (repeat)15-day sticker, then municipal removal
ToulouseFebruary 20251,500 €Red sticker, 15 days, then cut off with a saw

Important: even in cities that have not yet issued a specific order, article L.2121-1 of the Code général de la propriété des personnes publiques (French public property code) prohibits any device on public property that does not serve the public interest. A lockbox on a pole is therefore technically illegal everywhere in France.

What about Italy? A nationwide ban

Italy went even further with a nationwide ban that took effect on November 18, 2024:

  • Hosts must visually verify the identity of each guest by comparing them with their ID document.
  • Documents must be submitted to the police within 24 hours.
  • Self check-in via lockbox alone does not satisfy these obligations.
  • Fines of approximately 400 €.

Major cities are actively enforcing this regulation:

CityEnforcement dateMeasures
FlorenceFebruary 2025Ban in the historic city center
RomeLate 2024Active removal by police (preparing for Jubilee 2025, 30M+ visitors)
MilanJanuary 2026Ban on structures visible from public roads
Bologna, Venice, Turin, Naples2024-2025Active enforcement + activist vandalism

The loi Le Meur: a strengthened framework in France

The loi n° 2024-1039 of November 19, 2024 (known as the "loi Le Meur") strengthened the regulatory tools for furnished tourist accommodations in France. Regarding lockboxes:

  • Condominiums can now ban lockboxes in common areas by simple majority vote (resolution A-1).
  • Condominium rules created after November 20, 2024 must explicitly state whether short-term tourist rental is allowed or prohibited.
  • Any owner declaring a furnished tourist rental activity must notify the building management.
  • Condominium meetings can amend the building rules by a two-thirds majority (instead of the previous unanimity requirement) to prohibit tourist rentals in residential units.

Where can you still place a lockbox?

This is precisely where the smart lock makes perfect sense: installed on your unit's door (private property), it is perfectly legal and escapes all restrictions.

The smart lock: the natural replacement

With 68% of Airbnb hosts already using a smart lock in 2024, the transition is well underway. The global smart lock market is worth $2.73 billion in 2025 and is expected to reach $8.77 billion by 2034 (annual growth of 13.84%).

How much does it cost? An honest comparison

SolutionYear 1Year 2Year 33-year total
Mechanical key lockbox30 €0 €0 €30 €
Smart key lockbox (Igloohome Keybox)130 €20 €20 €170 €
Mid-range smart lock (Nuki/Tedee)270 €20 €20 €310 €
Smart lock + subscription (RemoteLock)230 €60 €60 €350 €

But consider the real math: a single fine for an illegal lockbox (1,500 €) exceeds the 3-year cost of the best smart lock. Not to mention:

  • Eliminating in-person key handovers (30-60 minutes saved per check-in)
  • No more locksmith fees for lost keys (~80-150 € per incident)
  • Less than 1% lockout incidents with a smart lock
  • Higher check-in ratings → better Airbnb ranking → more bookings

For concierge services: a growth lever

The smart lock is not just a gadget — it is an essential scaling tool for concierge services:

Operational efficiency

  • 24/7 check-ins without deploying staff
  • Manage 50+ properties without proportionally growing your team
  • Automatic codes via PMS integration: the code is created, sent, activated, and expired with no human intervention
  • Cleaning and maintenance access: temporary codes for service providers, automatically revoked after the job is done

Compliance and security

  • Full access log: who entered, when — an asset in case of disputes
  • Unique codes per guest: no more shared combinations piling up
  • Legal compliance: zero risk of fines, no dependence on street furniture

Guest experience

  • Self check-in is one of the most-used filters by guests on Airbnb
  • Listings with smart locks achieve an average check-in rating of 4.95/5
  • Positive impact of +0.2 stars on the communication rating

How to make the transition

Here are the steps to replace your lockboxes with smart locks:

  1. Take inventory of your current lockboxes. Immediately remove any installed on street furniture — the risk of a fine is real and immediate.
  2. Choose your lock based on your budget and needs:
    • Tight budget, many properties → TTLock RENTY (~100-200 €)
    • No reliable Wi-Fi → Igloohome (~249 €)
    • Versatility and ecosystem → Nuki Pro (~270 €)
    • Upscale properties → Tedee PRO (~280 €)
  3. Check compatibility with your door cylinder (European vs. American) and your PMS.
  4. Install and test — most models can be set up in 5-15 minutes with no special tools.
  5. Set up PMS integration to automate code generation and delivery.
  6. Update your listing: enable the "self check-in" filter on Airbnb to boost your visibility.

FAQ

Are key lockboxes banned everywhere in France?

On public property, yes — article L.2121-1 of the Code général de la propriété des personnes publiques effectively prohibits them, even without a specific municipal order. In condominiums, it is subject to a vote. On your private door, it is legal.

What do you risk if you keep your lockbox?

A fine of 1,500 € (first offense) to 3,000 € (repeat offense) in cities that have issued an order. In Toulouse, the process is drastic: a red sticker, 15 days to remove it, then the city cuts it off with a saw.

Is a smart lock legal in a condominium?

Yes. Installed on your unit door (private property), it does not require any approval from the condominium association, unlike a lockbox placed in common areas.

Do I need to replace my existing lock?

No, most models (Nuki, Tedee, August) fit over the existing cylinder. No drilling, no locksmith, and the installation is reversible in minutes.

Which lock should I choose if I do not have reliable Wi-Fi?

Igloohome with its algoPIN technology: it generates temporary codes offline, synchronized via Bluetooth. Perfect for rural rentals or vacation homes without stable internet.

Is a smart lock sufficient in Italy?

No. Italy requires visual identity verification of the guest. A smart lock alone is not enough — you need to combine it with a remote identity verification solution (video call or dedicated app) or an in-person welcome.

How long do the batteries last?

Between 6 and 24 months depending on the model. Most send an alert to your phone when the battery is low, giving you several weeks to replace them.

Do guests prefer self check-in?

Yes. Self check-in is one of the most popular filters on Airbnb. Listings that offer it get more bookings and better ratings (4.95/5 average for check-in).
